POTS Replacement on the Charleston Peninsula and Beyond
Charleston is one of the markets where the copper-retirement problem intersects with the most restrictive building constraints in the Southeast. The commercial buildings on the Charleston Peninsula, particularly on Meeting Street, King Street, East Bay Street, and the surrounding blocks, are among the oldest continuously occupied commercial structures in the country. Elevator monitoring and fire-alarm panel communications lines in these buildings were added at various points over the decades and often run through pathways that are difficult to access without disturbing historic fabric. When AT&T or a local carrier retires a copper circuit in a Peninsula building, the replacement has to fit what is there. A cellular communicator that requires no new conduit is frequently the only workable option from a building-preservation standpoint.
The fire-alarm and elevator-monitoring requirements in South Carolina mirror Georgia's: the fire panel must maintain a supervised communications path to a licensed central station, and the elevator cab must have a functional two-way communications device. Charleston Fire and EMS is the AHJ for the city, and the South Carolina State Fire Marshal sets the minimum standard for monitored systems statewide. A building on the Peninsula that loses its copper reporting line without a replacement in place is out of compliance, and the timeline for correction is short once the fire marshal is involved.
Outside the Peninsula, the West Ashley commercial corridor and the airport-area development along I-526 offer more conventional replacement conditions.
