POTS Replacement in Asheville's Adaptive-Reuse and Downtown Buildings
Asheville's commercial building stock is unusual for a mid-sized Southeast city. The River Arts District buildings along the French Broad River, converted from 1890s and early-20th-century warehouse and light-industrial structures into studios, restaurants, breweries, and creative offices, were not originally built with elevator or fire-alarm infrastructure in mind. That infrastructure was retrofitted as the conversions happened, often in the 2000s and 2010s, and the copper circuits that feed it were provisioned over the existing AT&T network serving western North Carolina. That network is now part of AT&T's copper-retirement program for rural and secondary markets.
The practical challenge in River Arts District and downtown Asheville buildings is that the replacement hardware needs to fit the existing conduit and panel footprint, which is often undersized by modern standards. Cellular communicators work well in these buildings because they can be mounted at the device and require no new conduit run from a distant telecom room. For buildings that do have accessible cable pathways, a dual-path IP-plus-cellular device provides the redundancy that most fire-marshal jurisdictions prefer for monitored systems.
The Asheville City Fire Department is the AHJ for fire-alarm and life-safety systems within Asheville city limits. Buncombe County covers properties outside the city. AT&T has been retiring copper in western North Carolina on an accelerated schedule relative to the urban Southeast markets, in part because the last-mile copper infrastructure in mountain terrain is more expensive to maintain. Small commercial buildings in Asheville that have relied on single-line POTS connections for fire-panel reporting have been among the first in the region to receive retirement notices.
